An occupational safety management system (AMS) is the organisational framework through which a company governs safety and health at work on a lasting basis. What distinguishes it from individual protective measures is where it sits: responsibilities, procedures and reviews are part of normal operations, not a matter of isolated initiatives.

What an AMS consists of
- Occupational safety policy and objectives – in writing, owned by management
- Responsibilities – clearly named, from the management board down to the site supervisor
- Hazard assessment – for every workplace and every activity
- Qualification and briefing – documented and recurring
- Review and improvement – internal audits, indicators, follow-up on incidents
In Germany, the substantive basis is the national guideline for occupational safety management systems, jointly supported by the statutory accident insurance institutions and the federal and state governments.
Assessment by the accident insurance institution
The German statutory accident insurance institutions assess the occupational safety management systems of their member companies. For the security industry, the responsible institution is the VBG. The assessment takes place in the company: what is examined is not the paperwork but whether the system actually takes effect at the workplaces. A passed assessment is confirmed with a time-limited quality mark that has to be renewed before it expires.
Relationship to ISO 45001
Both routes pursue the same goal. ISO 45001 is an internationally certifiable standard and is therefore widespread in tenders and supply chains. The assessment by the accident insurance institution comes from the body that supervises occupational safety in the industry in any case, and it is tailored to the hazards of that industry. A company that holds both has been checked twice.
