Security services for a federal ministry in Berlin: strict vetting and 98 % availability

Protecting a federal ministry in Berlin calls for the highest security standards: every officer deployed has to be vetted repeatedly, and the team has to be absolutely dependable and available at all times.

That is exactly the approach we take in order to meet requirements at federal level. Precisely because there were no incidents of note, we were awarded the contract again in the renewed tender to provide the security services in Berlin for this sensitive site.

The highest security requirements through three-stage security clearance

Security duties in federal ministries place the highest demands on staff and their qualifications. CIBORIUS employees therefore have to undergo strict security clearance procedures, carried out in three stages:

  • Security clearance Ü1
    The Ü1 clearance covers a thorough check of personal details and a detailed review of personal and professional history. This first check serves as the basis for confirming trust in the individual and identifying possible risks early.
  • Security clearance Ü2
    The Ü2 clearance goes beyond the basic check and includes a deeper examination of social and professional contacts. References are checked and, in certain cases, a more comprehensive review of the person’s financial situation is carried out. This stage is required for positions of heightened security relevance.
  • Extended security clearance Ü3
    The highest level of clearance, Ü3, is mandatory for particularly security-critical positions. In addition to the scope of Ü2, the personal circumstances of close family members and possible contacts are also examined, in order to minimise the security risk.

The Berlin staff pool – current figures

Our Berlin team has more than 100 officers with at least Ü1 status available. Of those, more than 60 have also passed the IHK examination as a certified protection and security officer. This combination of state clearance and professional qualification allows us to assemble teams quickly and precisely – including at short notice.

Everyday practice and further training

Clearance alone is not enough. Regular training on current threat situations (hybrid risks, for example), de-escalation and emergency protocols keeps knowledge current. Our control centre coordinates around the clock and adjusts shifts dynamically – which has proved decisive on this contract.

The result – what actually counts

Since the project began: no security-relevant incidents and no complaints. The team’s high availability – over 98 per cent in recent months – and consistent compliance with every requirement led to an extension of the contract. That shows what strict processes plus continuous qualification are worth.
